Born in 1826, was a member of the Massachusetts Legislature in 1852 and 1857. He represented Massachusetts in the U.S. Congress as a Republican from 1869 to 1877, and in the Senate from 1877 to the present time (1894). He was a delegate to the Republican National Conventions of 1876, 1880, 1884 and 1883. He was a member of the Electoral Commission in 1877.
