(1770-1827), was British Secretary for Foreign Affairs from 1807 to 1809, during the controversies with America concerning the Chesapeake affair and the difficulties which led to the War of 1812. He approved the British orders in council in 1807, which destroyed American neutral commerce. He supported the War of 1812. While Secretary of Foreign Affairs from 1822 to 1827, he assented to the policy expressed in the Monroe doctrine.
