born in 1810, represented Vermont in the U.S. Congress as a Republican from 1855 to 1867. He was many times Chairman of the Ways and Means Committee. He is author of the famous Morrill Tariff of 1861 and is a strong advocate of protection. He has been a member of the U.S. Senate from 1867 to the present time (1894).
